Measuring the prevalence of domestic violence is notoriously difficult. An alternative is to track it in the criminal justice system. Although police reporting is extremely inconsistent across precincts and over time, the requirements to obtain, and for reporting, civil protection orders is much more systematic. Thus, this can provide a good metric for comparisons across areas and/or over time. From 2010 through 2017, an average of over 18,000 civil protection orders (POs) have been filed in Ohio each year as a result of domestic violence.
